DENPASAR – A foundation that shelters and cares for abandoned dogs admits to feeling intimidated and pressured in its operations. The foundation's management believes it faces dual pressures stemming from government regulations, local customary rules, and social norms.

According to a foundation representative, the main obstacles currently faced are operational permits and increasingly stringent health standards. They also report receiving both indirect and direct warnings regarding the presence of cages, which they consider disruptive to the environment, from odor and noise to public perception.

"We have good intentions to help animals, but we often feel we're being made difficult. Regulations from relevant agencies frequently change and are difficult to comply with, while pressure from the community and customary rules also hinder our freedom of action," said one of the foundation's administrators on Monday (April 19).

Meanwhile, the relevant agency emphasized that every regulation implemented aims to maintain public order and the welfare of the community and the animals themselves.

"We don't intend to pressure or intimidate, but rather to enforce regulations. Every business or shelter is required to meet health and hygiene standards and not cause disturbances to local residents. If there are any obstacles, we urge the foundation to coordinate and consult to find the best solution, not avoid them," explained a representative from the Department.

Meanwhile, community leaders and traditional leaders explained that all activities in the area must respect prevailing values. The presence of large numbers of animals certainly has social impacts that need to be managed properly to avoid unrest.

"Tradition and culture teach us to live in harmony and maintain the sanctity of the environment. If the presence of the shelter creates sanitation or comfort issues, it's natural for the community to respond. We hope for a mutually beneficial meeting point," said one of the traditional leaders.

To date, the foundation is still trying to find a compromise so that its humanitarian mission can continue without violating existing laws or social norms. They hope for a more humane and solution-oriented approach from all parties.
